This seems to be a strategy, unconscious or not, of relieving responsibility for market competitiveness or of insight the technology has deep flaws that cannot be solved by competition. Look at Kimi, the Chinese are able to exploit this market dev from afar. Evolution will select out poor technology, either at the market stage or at the functional stage. As we lack the insight to simply tinker for tinkering's sake (VC and status-gain among developers make this impossible), evolution will impose other stringent barriers.
