I figure that solar geoengineering will stay stuck in the "99% moralizing, 1% experimenting" stage until some major country suffers from Heat Disaster too grim to brush off with "just a few old and sick and poor" talk. Then, things will flip to countries taking unilateral action to protect their own interests. (Which won't shut up the moralizers, but nobody in power will particularly care.)
