TripMode on Mac, can’t speak to Linux. I use it for managing data consumption on StarLink (while mobile, roam plan mounted to the top of a vehicle).

Thanks, this seems interesting but it looks like it's no longer maintained? I'd strongly prefer an open source tool or at least something in active development.
