The restaurant is explicitly prepared for people to make such offers. I find it rather hard to imagine something like that in the US.
I don't go out to restaurants and bars much anymore, but I've seen this at a fair number of bars and a handful of restaurants over the years. It may be rare, but it's hardly unimaginable.
