I suppose another way to think about this is it is a new industrial complex. The military industrial complex, which Eisenhower warned about, created an enclosed economy of defense contractors propped up by fear of communism (and now terrorism) and therefore is obligated to state subsidy. The same is now being done with AI, we must fund AI because of fear of what others might do with AI, therefore we must offer it state subsidy.
