Putin said that the plane was damaged by a Russian missile during the attack of Ukrainian drones. The plane was offered to land in another Russian city that wasn't under Ukrainian attack, but the pilot refused and directed the plane to neighboring Kazakhstan instead where it crashed after quite a long flight.
"Government sources told Euronews that the damaged aircraft was not allowed to land at any Russian airports despite the pilots’ requests for an emergency landing, and it was ordered to fly across the Caspian Sea towards Kazakhstan."
