How Can Someone Expand Their Business to Japan?

If someone wants to expand their business like a US-based company that builds custom apps and websites for startups and small businesses or enterprise, to Japan, what steps should they take?

Can anyone share how can someone connect with local startups or small companies there? Except using LinkedIn and email for outreach, but what else can be done that works well in Japan?

Any advice or personal experience would be really helpful for my knowledge.
