Specifically sourcing talent from an active war zone from an area controlled by terrorists seems like a terrible idea because: * You might end up supporting terrorism or indirectly support the government that has taken innocent hostages * Can someone in an active war zone really provide reliable service * You might run a foul of your government, since where you live might be actively supporting the other side and it might end up being treasonous.
I'm not sure that choosing sides during a war with impractical business decisions is somehow advocating for collective punishment.
