During his first term, Trump had some contempt for modern design and wanted more retro looks for public buildings. I guess this is more or less on the same direction, but now covering digital assets as well.
It's not a terrible idea - other governments do that, with great success. I've worked with the Brazilian government on some similar initiatives, and the UK has been very successful with their online design work, inspiring other countries to follow.
Sec. 2. Establishing America by Design and the National Design Studio. (a) There is established a national initiative, America by Design, to improve comprehensively the visual presentation and usability of Federal services provided to the public in both digital and physical spaces, creating first-class online and offline experiences for Americans.
