I think they just won’t buy. I noticed some international stores show the tariff costs at the checkout time, and it can be a lot. Something that’s a bargain at $100 may not be the best choice at $150. Not a great surprise after you select something carefully, since you don’t see the tariff costs included earlier in the shopping process.

Apparently customs is asking for the SSN of recipients as part of this change. Has anyone had to share that yet? Seems like security disaster waiting to happen.
