Cdc Scaled Back a Surveillance Program for Foodborne Illnesses

What's the most charitable explanation for Trump administration's motives on this one? The best I can come up with is that they've all been stewing in libertarian free market propaganda for so long that decreasing any regulation whatsoever is believed to unleash an economic boom that will make everyone happy despite an increase in food poisoning.

Greed, stupidity, throwing their weight around, savaging enemies, all explain this, but aren't charitable.
