I don't know what the solution looks like, but it could be a network based system. E.g., you indicate 50-100 people you personally know and trust, and any reported event gets traced back to someone who was there in person. It could be a digital analysis and rating of authentic to fake that you run through an app. Not sure what it would be, but I want to invest in a solution for this!
