Uh, .to is a ccTLD, over which ICANN has no jurisdiction. ICANN doesn't even have a contract with ccTLD registries. There are just mutual letters along the lines of "hi there icann, we operate .to, our address is [...], we'll let you know about any address changes, regards, tonic ceo".
