This is a standard for binaries or libraries to declare, in a discoverable way, which shared libraries they can dlopen at runtime. This allows tools that automatically generate dependencies, such as Debian's dh-shlibdeps, to discover those libraries just as easily as they discover the hard dependencies specified in ELF's NEEDED metadata.
