probably not? The XServe and giant beige predecessors made more sense when on-prem was popular, but given Apple's current emphasis on customer orientation, I wouldn't be surprised if it's another SDK element where you need apple hardware to develop and the endpoint is expected to only be an apple application for one of their platforms.
