Yeah time to move on for the county.
Had a similar situation near me where a longtime business had some storage with drainage issues and so on. Owner begged for delays at every turn and the county bent over backwards to allow it ... and the owner just never signed the agreement that he even proposed. County finally shut down the site in that case too.
I'm all for doing what you want on your property, within reason and provided you're not impacting others. Wonky utilities and sewage issues sounds like valid reasons for local authorities to act.
