It might (will?) come down to Canada deciding that Trump can't be negotiated with and that appeasement isn't a smart move. If that comes to pass, digital taxes and rules can be resurrected or continued. No clue what is actually going to go down, but there's a fair number of pissed off Canadians up here. And your guess is as good as mine which country will endure economic pain better.
